The lines, for a family of 4
up to 85% of state median income — set by your county (state floor: 185% of the poverty line).
Counties set the entry line between the 185% FPL state floor and 85% SMI, so the real line depends on your county.
85% of state median income.
Who skips the income test
These lanes waive or shortcut parts of the income test in Colorado — if one is you, say so on page one of the application:
- Families receiving TANF cash assistance
- Children in foster care or with an open protective-services case
- Families experiencing homelessness
The co-pay
The parent fee is a sliding percent of household income (published range 1%–14% by size, income, children and hours). By statute the fee is at most 1% of gross monthly income at or below 100% FPL, and the schedule must be no greater than 7% of gross monthly income on or before August 1, 2026.
Fee scale: 2025 (statutory schedule).
The gap: not confirmed for Colorado
Colorado's rule on charging above the county rate was not confirmed in the sources checked in October 2026.
Nationally, 40 states allow providers to bill families the difference above the state rate and 11 prohibit it (PN3, December 2025) — but the per-state list was not published in a form we could verify for Colorado, so this page does not guess. Ask the agency before you sign.
County-set rates under a cost-based model in transition; no statewide maximum was opened.
The funding reality
Many Colorado counties have frozen or waitlisted new CCCAP enrollment — a late-2025 report counted 24 counties paused and roughly 11,000 children blocked. Your county's status decides your timing.
