Who skips the income test

These lanes waive or shortcut parts of the income test in Florida — if one is you, say so on page one of the application:

  • Children at risk of abuse or neglect, or in foster care (DCF referrals)
  • Families receiving Temporary Cash Assistance (TANF)
  • Families experiencing homelessness
  • Domestic-violence and migrant families (priority groups)

The co-pay

State rule 6M-4.400 caps the parent copayment at 7% of family income no matter how many children are in care. The dollar fee itself is set by your local Early Learning Coalition — published coalition scales start as low as $0.50–$2.40 per day in the lowest income bands, and differ by coalition.

Fee scale: Jul 2025 (Rule 6M-4.400 + coalition scales).

The gap: not confirmed for Florida

Florida's rule on charging above the state rate was not confirmed in the sources checked in October 2026 — ask your coalition.

Nationally, 40 states allow providers to bill families the difference above the state rate and 11 prohibit it (PN3, December 2025) — but the per-state list was not published in a form we could verify for Florida, so this page does not guess. Ask the agency before you sign.

Provider rates are set at coalition level; no statewide maximum was opened in the October 2026 check.

The funding reality

School Readiness waitlists are run by the local coalitions and are a standing feature of the program in most counties — expect a wait and apply as early as your coalition allows.
