Who skips the income test

These lanes waive or shortcut parts of the income test in Massachusetts — if one is you, say so on page one of the application:

  • Families receiving TANF cash assistance
  • Children in foster care or with an open protective-services case
  • Families experiencing homelessness
  • Teen parents

The co-pay

The parent fee is a percent of the income ABOVE the poverty line for your fee level — EEC's own worked example: a family of 2 at $1,800/mo pays 4.0% of the $97 above the poverty line, about $3.88/month. Families below the no-fee threshold pay $0. There is no single percent that describes every family.

Fee scale: 2025 (EEC parent fee chart; FY2026 rates Jul 1, 2025).

The gap: allowed in Massachusetts

EEC states the state may cover only part of a provider's daily rate, and some providers charge the family the difference between tuition and the state rate — get the full tuition in writing.

The gap estimate in the free check uses the state rate ceiling on this page and the price you enter. It is always an estimate — your child's rate category and your contract set the real figure.

State rate ceiling used for gap estimates$2,642 / month

Highest published regional rate: $121.92/day for a full-time infant in a center, Metro & Metro Boston regions (FY2026 EEC rate chart). Other regions run lower ($105.53–$110.80/day). The gap estimate here uses the Metro figure — your region's ceiling may be lower.

The funding reality

Massachusetts runs a statewide EEC waitlist — about 31,151 children were on it in May 2025. DTA and DCF families are entitled and are not waitlisted.

How to apply

Apply through EEC or your local Child Care Resource & Referral agency to join the waitlist.
