Child care help in Texas: the income line, the co-pay, and the wait
Texas's program is Child Care Services (CCS), run by Texas Workforce Commission (TWC), via local Workforce Solutions boards. Here is its entry line, its exit line, its co-pay machine, its rule on the second bill, and whether it is funding new families right now.
The lines, for a family of 4
85% of state median income (family of 4: $92,041/yr, board guidelines Aug 2025).
85% of state median income.
Who skips the income test
These lanes waive or shortcut parts of the income test in Texas — if one is you, say so on page one of the application:
- TANF/Choices families
- SNAP employment and training participants
- Children in foster care or with an open protective-services case
- Families experiencing homelessness
The co-pay
The Parent Share of Cost is capped at 7% of income — for every family, regardless of the number of children (TWC policy; the cap previously ran to 13% for multi-child families). It is calculated weekly from family size, income and children in care, and stays constant for the 12-month eligibility period. Dollar amounts are set by your local board.
Fee scale: Oct 2024 (7% cap policy; weekly calculation from Feb 2025).
The gap: not confirmed for Texas
Texas's rule on charging above the board rate was not confirmed in the sources checked in October 2026 — ask your board.
Nationally, 40 states allow providers to bill families the difference above the state rate and 11 prohibit it (PN3, December 2025) — but the per-state list was not published in a form we could verify for Texas, so this page does not guess. Ask the agency before you sign.
Board-level rates; no single statewide maximum was opened in the October 2026 check.
The funding reality
Texas CCS waitlists are long — Texas advocacy reporting puts roughly 80,000–90,000 children on them. Your local board's list decides your wait; join it as early as the board allows.
