Child care help in Washington: the income line, the co-pay, and the wait
Washington's program is Working Connections Child Care (WCCC), run by Washington State Department of Children, Youth, and Families (DCYF). Here is its entry line, its exit line, its co-pay machine, its rule on the second bill, and whether it is funding new families right now.

The lines, for a family of 4
60% of state median income at application.
65% of state median income when reapplying.
Who skips the income test
These lanes waive or shortcut parts of the income test in Washington — if one is you, say so on page one of the application:
- Families who received child welfare services in the last 6 months (categorical eligibility)
- Families experiencing homelessness (up to 12 months to resolve homelessness)
- Children in foster care
- Teen and high-school parents
- Child care employees (up to 85% SMI) and registered apprentices (up to 75% SMI in their first 12 months)
The co-pay
A FLAT MONTHLY family copay by %SMI — not per child: waived at or below 20% SMI; $65/mo over 20–36% SMI; $90/mo over 36–50%; $165/mo over 50–60%; $215/mo over 60–75% (reapplication/apprenticeship tier). DCYF's worked example: a household of 4 at $4,100/mo pays $90/mo. Above 75–85% SMI the copay is capped at 7% of countable income. (This schedule is statutory until Oct 1, 2026; a fall-2026 change with higher copays was enacted — re-check the current schedule.)
Fee scale: Jul 2025 (RCW 43.216.804 schedule; $215 tier eff. Jul 1, 2025).
The gap: barred in Washington
Washington bars the overage: a provider taking subsidy may not charge the family above the state rate (DCYF billing rules; PN3 Dec 2025 lists WA among the 11 prohibiting states). Fees beyond the copay should not appear on a WCCC bill.
If a provider bills you above the state rate anyway, that charge is a finding to report — not a fee to pay.
No state maximum rate was opened in the October 2026 check.
